D&C 1:1

Hearken, O ye people of my church, saith the voice of him who dwells on high, and whose eyes are upon all men; yea, verily I say: Hearken ye people from afar; and ye that are upon the islands of the sea, listen together.

Hearken: Listen and do.  This is more than just to hear, it is to obey.  The very first word in the D&C is “Obey” which is the first law of Heaven.

O ye people of my church: The term “O” is “an exclamation introducing an invocation, entreaty, or wish.”  The Lord is entreating the people who have joined His church, who have desires to serve Him, who have made a covenant with Him through baptism, and are seeking His will.  This is a plea from the Lord to them.  He wants them to listen to His voice and obey His word, which will follow in this revelation.

my church: This is not the church of man or devils, it is the church of God.  He claims it as His own.  He set it up, and organized it.  It is not the church of Joseph Smith, Jr. nor Oliver Cowdery, nor any mortal.  Though there were men who gave voice to Him, representing Him, it is still His church.

saith the voice of him who dwells on high:  Voice is words.  When we read them, God is speaking to us, and the Holy Ghost carries it to our heart.  The words heard here are not of man, but of God.  Though it comes through a man, it is God’s voice.  All who read can rightfully say they have heard the voice of God.

dwells on high: God doesn’t dwell in the Earth, He lives “above” the Earth.  “High” means “Above.”  It is a relative term like higher, and it is absolute, meaning God is the highest, there is none above Him.  There is a hierarchy that is infinite in the Eternities.  “And the Lord said unto me: These two facts do exist, that there are two spirits, one being more intelligent than the other; there shall be another more intelligent than they; I am the Lord thy God, I am more intelligent than they all.”  (Abraham 3:19)  We cannot lift another in any way, to teach or move, above where we are.  We cannot give knowledge that we don’t know.  It is essential to know that God is above all so we may understand that He has the ability to help us “Up” To where He is.  He knows more and can tell us what we need to know.  He can teach us so His words are important for us to hear.  Those who dwell on the Earth are our peers, and cannot put us above where they are, therefore the words of man are not going to help us up to the next level of life.  We can be sure that God has the power to lift us, if we hearken to His voice.

and whose eyes are upon all men: God knows everything.  The eyes represent knowledge, to see is to know.  “upon” means directly.  This is not a general view from a distance, but rather very specifically knowing each and every person.  All means all and all is all all means.  All men means all men.  None are left out, and there is not a single one that God doesn’t see, and know.  He sees you, no matter who you are, and His words are for you.

yea, verily I say: Yes, truthfully, these are the words of God.  They are true.  They are of Him, and not of man.  It would be wise to listen to what follows.

Hearken ye people from afar: These words are not just for those in Ohio, where the revelation was given, but for people who are far away.  In fact, it is for the whole world.

and ye that are upon the islands of the sea: The Tongue of Angels uses the term “Isles of the sea” to indicate those who have left Jerusalem or the land of Israel by ship.  It doesn’t necessarily refer only to what we would term an island, such as Hawaii, or Samoa, it could be a continent such as America or Australia.  In other words, all around the Earth.

listen together: The purpose of the word of God is to bring together all people in one.  When all are hearing the word, and obeying His voice, they come together as one.  This is the object of the Atonement of Jesus Christ.  Zion is built upon this principle of people coming together as one under the leadership of the Lord.  The Lord is talking to the whole world to bring them together as one.  “And the Lord called his people Zion, because they were of one heart and one mind, and dwelt in righteousness; and there was no poor among them.”  (Moses 7:18)
